Aftermath of US Navy destroyer collision off Japan (streamed live)

Seven US Navy sailors are missing and at least three are injured, including the commander of the USS Fitzgerald, which collided with a merchant vessel near Yokosuka, Japan, according to a US Pacific Fleet spokesman. US sailors reportedly called the Japanese Coast Guard for assistance.

Did you notice the stern is above the water line the hull has been compromised, it's is no accident the Berkley class destroyer has the most state of the art 360 deg radar array. This should not be possible?

I don't understand how they could have collided. The merchant vessels are often running on auto pilot, but the navy ship has a fully staffed bridge with radar, Loran and lookouts with night vision on both sides. The need for evasive manuevers would have been obvious. The missing sailors were found in the berthing department which flooded.
