I adore PK Dick's sci-fi and have done a great deal of research into his life. I maintain that he belonged to the CIA's stable of artists (JD Salinger, Jackson Pollack, Charles Bukowsky, Bill Burroughs, Ken Kesey, Grateful Dead, etc.), which means he was programmed. I do believe CIA and Russia KGB, Britain’s MI-6 ALL DID experiments of mind control and they did produce many controlled agents to undertake assassination, etc.
